Manager

Currently all preferences the user can view are associated to the user. As the manager can view all preferences by default, all preferences are therefore active for him, and this causes performance problems (for the manager) when the number of preferences increases.

Security

We may want to restrict setting some preferences to a minimal level, so that users cannot overrides some configuration with dummy values.
